Parliamentary Debate Tournaments have been taking place in China since 2006 and were first introduced to the county by Beijing Foreign Studies University (BFSU). Over the past fifteen years, China has witnessed a heated growth of these competitions, particularly in high schools. During this time, thousands of high school students have contributed, with great enthusiasm, their time and effort to these competitions.

Students and participants learned not only how to be independent and critical thinkers, but they also received a special type of education that connects to the long roots of Chinse history. This “Debate Education” can be traced back to traditional debate training in educational institutions from the Chunqiu Period of Ancient China.

In recent years, the Parliamentary Debate Tournaments around China have focused on modern and pressing issues, such as new technologies, school life, dreams, values, government, society, and more....

2021 is the first year that NCSH will organize this tournament. We hope that such competitions will contribute to improving and creating an academic learning environment in educating and enriching the experience of our fellow students.

自2006年开始，议会制辩论赛在中国举行，由北京外国语大学（BFSU）首次引入该赛制。在过去的15年中，各所学校组织的竞赛日益激烈，尤其是在高中。在此期间，成千上万的高中生以极大的热情参与其中。

在这项比赛中，参赛选手和参与者不仅学会了如何独立地、批判性地思考，而且还接受了一种与中国悠久历史渊源相的特殊教育——思辨教育。这种教育可以追溯到中国古代春秋时期的传统辩论思维训练。

近年来，我国各地的议会辩论赛都集中探讨了现代社会发展相关的问题，如：新技术、校园生活、梦想、价值观、政府、经济、社会发展等等。

2021年，是上海诺科学校举办这项赛事的年。我们希望这项比赛为学校创造更好的学术氛围和办学质量贡献一份绵薄力量。

01.竞赛和辩论形式

We will use world standard debate format, which refers to the parliamentary debate format. This format is known as the government side (proposition) VS the non-government side (opposition).

我们将采用世界标准的辩论赛制，即议会辩论形式。这种形式被称为政府方（主张）与非政府方（反对）。

Each side has two teams, the first team from the proposition side is named as ‘upper government,’ the second team from the opposition is named as the ‘lower government,’ and each team has two speakers.

每一方有两个小组，提案方的个小组被命名为“上议院政府”，反对派的第二个小组被命名为“下议院政府”，每个小组有两名发言人。

Each class in NCSH may provide one team ( two students form one team).

上海诺科学校的每个班级可以提供一个团队（由两名学生组成一个团队）。

Two teams are high-bird teams.

报名队伍中有两个队是混搭队。

The total number of contestants is 24 .

参赛者总数为24人。

April. 12 (Monday): Round one, the tournament will be initiated. (Details arrangement for the tournament day will be announced later) 17:00pm-18:00pm

April 26. (Monday): the second round (17:00pm-18:00pm)

第二轮：4月26日（周一）17:00-18:00

May. 10th(Monday): the third round (17:00pm-18:00pm)

第三轮：5月10日（周一）17:00-18:00

May 17th (Monday): semi-final (17:00pm-18:00pm)

半决赛：5月17日（周一）17:00-18:00

May. 27th: Final (To be confirmed)

决赛：5月27日（周四）下午（具体时间待定）
